opened the meeting at 9:09am.

Steve
Brown introduced Kurt Oakland, Woodinville’s new Safety Officer. Steve was promoted to Water Supervisor and
Kurt took over the safety responsibilities from Steve.

Incident/Accident
Investigation – Jim shared Alderwood’s program with the committee. After some discussion, the committee offered
some changes that Jim will apply to the program. He will bring it back in May for further review.
·
Welding
– Robert handed out a draft for the committee to take with them and
review. He hopes to have a final draft
approved by this summer.
·
SARA
Title III – Clint presented his update to this program. The biggest change that the committee
requested was changing it from a program to a guideline. It did not have all the elements necessary
to help someone set up their own program but offers useful information on what
SARA Title III is about and where to go for further information. Clint will forward the final draft to the
Pool for printing and distribution.

Safety
Audits – Robert distributed the final draft of the program. No additional comments. It will go to the Pool for printing and
distribution to members.

Hazard
Communication – Wayne distributed an update for the committee to review. They will bring it back in May with
comments.
Drew
gave a presentation on the changes to the Traffic Control/Flagger
regulations. L&I issued an update
to WC 296-155 Part E that further changes the regulations from what the Kim
Vendl Bill addressed last year. The
committee then reviewed Drew’s updated draft of the Traffic Control Program. The committee will review it and provide
feedback at the May meeting.

Confined
Space Workshop – Dan distributed a brochure for the Confined Space Training
class.
·
SORT
Report – Dan solicited the members for articles. Keith will be in Who’s Who and some of the others will provide
articles on programs they have written.
·
Future
Training Classes – The committee believes that there may not be a need for
Traffic Control/Flagger training. Based
on those the districts represented at SORT, only three employees needed
training. This class will be
cancelled. Dan will begin researching
the Fall Protection training. Some of
the SORT members will work to develop the Respiratory Protection and PPE
classes. These may be combined into one
class.
·There was no video review
this month.

Drew
raised some issues about using more than one person for inspecting wet wells
and locates. This was an issue brought
to his attention by a Pool member.
There are no known laws requiring two or more workers in non-entry
situations. The committee agreed,
however, that districts have the discretion to set policy about the number of
employees they send out on such tasks.
But L&I does not require it in the situation described above.

Members
distributed handouts.

Eric
shared with the committee about the Pool’s Annual Meeting tomorrow and his part
in it. Keith will be present as well.
¨
There
is no meeting next month due to the Confined Space Training class. Our next meeting will be May 9th
at Kitsap County Sewer District #5 in Port Orchard.
